A regular meeting of the Mayor and Council of the City of Creighton, Nebraska, was held in the meeting room of the Creighton City Offices at 809 Main Street in said City on the 13th day of June, 2019, at 6:30 p.m. Present were: Mayor Chris Patrick and Council Members Bob Jensen, Steve Morrill, Drew Nelson, Mark Ripp; Administrator/Clerk/Treasurer (ACT) Lindsay Nelson; Deputy Clerk Ronda York; Water Commissioner Kevin Sonnichsen; City Attorney Joe McNally, and Police Officer Tiffany McLean.

Notice of the meeting was given in advance thereof by posting in at least three public places, as shown by the certificate of posting notice attached to these minutes. Notice of the meeting was given to all members of the City Council, and a copy of their acknowledgment of receipt of notice and the agenda is attached to these minutes. Mayor was given notice before the meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

The meeting was called to order by Mayor Patrick at 6:30 p.m. Mayor Patrick presided, and Deputy Clerk York recorded the proceedings.

The Pledge of Allegiance was recited by those in attendance.

Mayor Patrick asked if there were any public comments on items not on the agenda.

Mike Nutting explained Rosemary Davis and he had a leak at their water softener during 2019 sewer rate setting. Nutting would like to have their sewer rate set to a rolling average, as the leak has been going on for over two years. Questions were asked and answered.

Nelson made a motion, seconded by Ripp, to approve setting Rosemary Davis sewer rate, at 908 Bryant, to a rolling average until 2020 sewer rate time.  RCV; All Ayes.

Mayor Patrick asked if any boards had reports.

Board reports given.

Ripp made a motion, seconded by Morrill, to approve the minutes from Regular Meeting May 9, 2019, and Special Meeting June 5, 2019. RCV; All Ayes.

Morrill made a motion seconded by Jensen to approve June 2019 Treasurer Report. RCV; All Ayes.

ACT Nelson updated everyone reference the structure at 706 Main Street. This project has been started. Questions were asked and answered.

Mayor Patrick explained the amendment to the Interlocal Cooperation Agreement dated June 4, 2002, regarding fire protection. Questions were asked and answered

Morrill made a motion, seconded by Ripp, to approve the Amendment to the Interlocal Cooperation Agreement dated June 4, 2002, is entered into on this day of May 2019, by and between the undersigned cities, villages, and rural fire protection districts of the State of Nebraska, which, by this Agreement, amend such Agreement as authorized by the Nebraska Mutual Finance Assistance Act and the Nebraska Interlocal Cooperation Act. RCV; All Ayes.

Mayor Patrick explained Resolution 2019-3 to close HWY 59 for BerryPepper Days Street Dance on Friday June 21, 2019. Questions were asked and answered.

Ripp made a motion, seconded by Jensen, to approve Resolution 2019-3 to close HWY 59 for BerryPepper Days Street Dance on Friday June 21, 2019. RCV; All Ayes.

Mayor Patrick recommends appointing Amy Thomas to the Economic Development Board. Question were asked and answered.

Nelson made a motion, seconded by Jensen, to appoint Amy Thomas to the Economic Development Board. RCV; All Ayes.

Officer McLean gave a Creighton Police Report.

ACT Nelson gave an Administrator Report.

No Council report.

Mayor Patrick gave a report.

All business complete, Nelson made a motion to adjourn, Ripp seconded the motion. All present in favor. Council adjourned at 7:05 p.m. Meeting of this date was held pursuant to published notice in the Creighton News, Creighton, Nebraska. The next regular meeting of the Mayor and Council will be held on Thursday, July 11, 2019, in the meeting room of the Creighton City Offices at 809 Main Street, Creighton, Nebraska at 6:30 p.m.
